Job Definition
Plans, develops, implements, produces, and coordinates internal communications and marketing activities for the PUD. Designs, maintains, and assists in the management of the PUD’s Web Site and District’s Intranet for editorial content, quality and style, in collaboration with Information Services technical team. Includes finding, creating, and installing tools to create content; checking consistency and development and enforcement of the house style and interactive applications. May perform as project lead on small projects.

Essential Job Functions
Designs, maintains, and assists in the management of the PUD’s Web site by working closely with Information Services system administrator for technical management of site, maintaining a consistent “look and feel,” and monitoring and redesigning wherever necessary; creates graphic designs that supports content; and establishes and manages a timely email reply system.
Creates online PUD forms for Web site, coordinates with all PUD departments to determine content and create pages; creates customer feedback method to keep Web site useful for visitors and employees; and researches, establishes, and manages links to other Web sites of value to our customers.
Designs, establishes, maintains, and assists in the management of the PUD’s Intranet by working closely with Information Services system administrator for technical management of site; coordinates with all PUD departments to determine content for Intranet and implements technologies to interact with databases and render information in HTML; assists in training personnel in the construction of Intranet pages and proper uploading of pages, and assists employees with their Intranet pages for adherence to PUD standards.
Keeps current in all technological updates and Web and Intranet developments.
Promotes Web site/Intranet to employees and customers through new technology and traditional methods.
Researches, writes, designs, and edits customer and/or employee newsletters, press releases, advertisements, and articles; edits and coordinates letters and printed materials for distribution to customers; identifies communications and marketing opportunities.
Reviews, evaluates, and updates department marketing products; identifies additional marketing needs; produces supporting materials on a regular basis.
Assists on and/or may serve as lead on projects/committees/task forces that require communications or Internet Web site/Intranet expertise.

Minimum Qualifications
- Cross-platform software to include but not limited to: Web-authoring, Web management, Web browsers, graphic design, desktop publishing, word processing, spreadsheet, database, photo rendering, computer operating systems, and email/exchange.
- Macintosh and Windows NT computer platforms, including ability to produce on both platforms as well as handle and resolve cross-platform compatibility projects and issues.
- Multimedia tools and flatbed scanner.
- Journalism, marketing, graphic design, and layout.
- Desktop publishing.
- Market research principles and techniques.
- Pre-press requirements and printing production.
- Business concepts/theories/practices.
- Customer service practices and principles.
- Create effective, efficient, and user-friendly Web site for all customers.
- Create effective, efficient, and user-friendly Intranet for all employees.
- Maintain a balance between communicating and presenting information, appealing design, cost, and ease-of-use for all Web/Intranet pages.
- Develop creative and innovative marketing products.

- Communicate effectively, both orally and in writing, with all levels in the PUD, outside agencies, vendors, media and the general public.

Experience/Education
- Bachelor’s Degree in Marketing, Communications, Journalism (emphasis on Marketing), Web/Graphic Design, or related field.
- Two (2) years directly related experience which includes graphic design/desktop publishing, Web site development, and working in a cross-platform computer environment.
License/Certification
- Valid Washington State Driver License.
Preferred Qualifications
- Web site management experience.
- Experience in an energy-related industry or public agency.

Working Conditions
- Duties are performed primarily in an office environment but may require lifting, carrying, climbing ladders, bending, stooping, and using small hand tools.
- Long periods sitting and working on a keyboard and at a computer terminal is required.
- Repetitive movement on a keyboard and use of a computer mouse is required.
- Driving to meetings and events may be required.
- This position is required to work non-standard hours.
