Description

Provides outreach, education, and services to homeless individuals and persons undergoing a mental health crisis. Facilitates and conducts needs assessments and referrals to appropriate treatment facilities and other social service agencies for individuals who are homeless or have other mental health impairments and/or chemical dependency needs. Assists in diverting target populations from the criminal justice system back into treatment services.

Examples of Duties
  • Provide assistance to police personnel in the field, responding to subjects suffering from homelessness and/or undergoing a mental health crisis to include chemical dependency needs. Communicate with personnel regarding appropriate strategies for intervention and referrals.
  • Assess, diagnose, and assist persons as requested by police personnel.
  • Attends court proceedings related to mental health cases as needed.
  • Conduct active and assertive follow-ups in person and by telephone with homeless individuals, mental health consumers, and those with chemical dependency needs to facilitate appropriate referrals.
  • Maintain accurate documentation of key activities, case management, and services provided to mental health consumers and homeless individuals. Collect and maintain statistical data on homelessness and police calls for service.
  • Establishes and maintains relationships with service providers, hospital staff, advocacy groups, and court staff involved with mental health issues.
  • Develops curriculum, and provides training and presentations for police personnel, non-profit organizations, faith-based organizations, businesses, and other community partners regarding mental health cases, including homelessness.
Attends homeless services-related meetings. Collaborate with other homeless service organizations to facilitate outreach and continuum of care services.
  • Assist with programs of peer support and CISM (Crisis Incident Stress Management).
  • Adheres to personnel, departmental, and safety policies and procedures.
  • Informs supervisor of all work activities.
  • Performs other duties as assigned.
Minimum Qualifications

BASIC QUALIFICATIONS:

  • Minimum two (2) years of experience in work related to essential functions.
  • Must possess a valid Texas Driver's License and driving record must be in compliance with Town policy.

EDUCATION:

  • Graduate Degree in Social Work, Psychology, or a related field.
  • Licenses: Certification as a Licensed Professional Counselor (LPC), a Licensed Clinical Social Worker (LCSW), or a Licensed Master Social Worker (LMSW). LPC or LCSW is preferred.
  • Certification in Peer to Peer and CISM (Crisis Incident Stress Management) is preferred.

Desired Qualifications

KNOWLEDGE / SKILLS / ABILITIES:

  • Reading: Advanced - Ability to read and understand complex items such as literature, proposals, legal documents, financial documents, contracts, technical items and detailed reports. This level typically obtained at college level or above.
  • Math: Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement; typically this level is obtained in high school up to college.
  • Writing: Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
  • Managerial: Job has no responsibility for the direction or supervision of others.
  • Budget Responsibility: Position does not have budget responsibility.
  • Supervisory / Organizational Control: Receives Limited Direction: Within this position, the employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
  • Complexity: Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
  • Interpersonal / Human Relations Skills: Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
  • Must have a general working knowledge of police officer and/or law enforcement regulations.
  • Must be able to follow verbal and written directives; to communicate courteously and effectively with other people and maintain a pleasant and friendly personality at all times; to exercise good judgment and make competent decisions in all activities; to work flexible hours and accept on-call duty status; and to maintain confidentiality with criminal and investigative information.
  • Basic computer knowledge to include Microsoft Office, Excel, and RMS systems

Physical Abilities:

  • The physical demands of this position are considered sedentary in nature and primarily involve work in an office setting. Typically, this means exerting up to 10 pounds occasionally or negligible weights frequently; sitting at a desk or in a vehicle most of the time.
