Finance Director
GENERAL DESCRIPTION:
Responsible professional to perform the administrative, financial and managerial functions and duties of the Finance Director’s Office related to Finance, Utility Billing, Collections, Budgets, etc. Work is performed under the general direction of the City Manager.
ESSENTIAL JOB FUNCTIONS:
1. Attends City Council and other meetings as needed.
2. Answers citizens’ questions and complaints.
3. Helps prepare and monitor City budgets.
4. Prepares various reports and maintains various files.
5. Performs special project work as designated.
6. Directs the financial administration of the City.
7. Supervises the disbursement of City funds.
8. Maintains general accounting systems for the City Government.
9. Compiles fiscal estimates and fiscal reports.
10. Directs cash management.
11. Directs and performs investment activities and bond management programs.
12. Confers with the City Manager and Department Directors regarding fiscal and accounting policies, procedures and problems.
13. Responsible for administration of utility customer service/utility billing activities.
14. Serves as the liaison between City staff and the City’s independent auditors; coordinates the compilation and exchange of information and documentation required by the auditors.
15. Represents the City as directed.
16. Supervises and evaluates staff.

MINIMUM QUALIFICATIONS:
Knowledge, Abilities and Skills:
Knowledge of the general laws and administrative polices governing municipal finance and budgetary practices and procedures. Knowledge of the ordinances,
resolutions, policies and procedures of the City. Knowledge of modern management practices and principles. Ability to formulate, institute and utilize standard accounting and budgetary methods. Ability to input, retrieve and analyze data via a computer system. Ability to assess and prioritize needs within the areas of finance and budgeting. Ability to motivate City staff and assist employees in developing job knowledge and skills. Ability to communicate orally and in writing. Ability to deal with individuals and groups under a wide variety of circumstances. Ability to perform job functions effectively and efficiently under pressure if needed.
Education and Experience:
Graduation from an accredited four year college or university with a Bachelor’s Degree in a related field.
Five (5) years experience in a progressive, responsible governmental administrative/financial position or in a related area. Government agency financial experience is preferred. CPA designation is desired.
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
Licenses, Certifications or Registrations:
Valid Florida Driver’s License and a clean driving record.
ESSENTIAL PHYSICAL SKILLS:
Acceptable eyesight (with or without correction).
Acceptable hearing (with or without hearing aid).
Ability to communicate both orally and in writing.
Abillity to access, input and retrieve information from a computer.
ENVIRONMENTAL CONDITIONS:
Works inside in an office environment.
