TxDOT's Waco District Transportation Planning and Development – Planning and Programming Section
is looking for a Plan Reviewer to help ensure the delivery of quality projects on time for letting.
The Waco District is looking for a detail-oriented, self-motivated person with an engineering, design,
or plan review background to join our plan review team! Our Plan Review office is responsible for the review
and processing of the District's plans, estimates, and specification bid packages (PS&E) before letting. Our
Plan Review office enjoys stable work schedules conducted during normal business hours. Overtime or weekend
work may be occasionally needed, but only on rare occasions. This position is located in Waco, but hybrid
schedules that include teleworking would be considered.
Plan Reviewer I (B17): $36,976 - $58,399 annually
Plan Reviewer II (B18): $39,521 - $64,449 annually
Plan Reviewer III (B19): $42,244 - $68,960 annually

Performs departmental transportation planning-related activities by conducting and/or coordinating general
design review; drafting or performing computer entry work in support of plans, specifications and estimates;
coordinating final district/division level review of plans, specifications and estimates (PS&E) and supporting
documents for accuracy, completeness; and ensuring compliance with state and federal design guidelines.
Provides support to the residencies during their plan preparation process. Work requires contact with
governmental agencies. Employees at this level establish their own work plan and priorities to meet set
objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Serves as liaison between district and divisions after submission of plans and related documents to divisions
- Answers inquiries on final PS&E policies and procedures.
- Assists engineers in the review of PS&E submissions to ensure compliance with applicable federal and state
- Assists in PS&E processing for letting, including reproductions and distributions.
- Attends plan review conferences for future projects.
- Processes PS&E revisions submitted by districts and divisions.
- Provides information to the public on proposed projects.
- Reviews and/or prepares special specifications, special provisions and supporting documents.
- Submits plans, specifications, estimates and supporting documents to divisions after completing final review.
- Uses computer applications to enter, revise, store and maintain PS&E support documents and files.
- Performs other job responsibilities as assigned.
- Participates in PS&E review with other divisions and/or governmental agencies.
- Performs detail design and quantity checking of plans, specifications, and estimates.
- Responsible for PS&E review for a district.
- Interprets new design guidelines and specifications for Area Engineers' offices.
- Train other employees
- Performs and coordinates the detail design and quantity checking of plans, specifications and estimates.
Minimum Qualifications:
Education: High School Grad or Equivalent in general high school studies.
Experience:
- Plan Reviewer I: 6 YEARS administrative support, design, drafting, engineering support, plan preparation or review, or related experience
- Plan Reviewer II: 7 YEARS administrative support, design, drafting, engineering support, plan preparation or review, or related experience
- Plan Reviewer III: 8 YEARS design, drafting, engineering support, plan preparation or review, or related experience
Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Mandatory: Safety Impact Certificate
- Related college education or relevant technical training may be substituted for experience on a year per year basis.
- No supervisory experience required.

- This is a Safety Impact position and will be subject to random drug testing. *Please note that the Department of
marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in
this position.

- Performing design/drafting work and preparing plans
- Design review
- Reading and interpreting applicable plans, schematics, blueprints and maps
- Performing calculations using algebra, trigonometry and geometry
- Using computers and applicable programs, applications, and systems
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
