Organization Overview
Equity in Infrastructure Project (EIP) was co-founded in early 2021 by Phil Washington, CEO of Denver International Airport, John Porcari, former Deputy Secretary of the U.S. Department of Transportation, and others in anticipation of the $1.2 trillion Infrastructure Investment and Jobs Act, along with regional and state infrastructure investments.
EIP exists to improve public contracting practices by creating more opportunities for Historically Underutilized Businesses (HUBs) to build generational wealth and reduce the racial wealth gap by creating more prime, joint venture and equity contracting opportunities for these firms.
EIP defines HUBs as including firms formally designated as DBEs, Minority and Women-Owned Business Enterprises (M/WBE), Small Business Enterprises (SBE), as well as any other business classification used locally in the United States intended to boost the participation of otherwise underutilized firms, which can vary by state, region, and municipality.
EIP works to secure commitments from public agencies to increase the number, size and scope of contracts going to HUBs by facilitating access and reducing barriers to compete for business.
EIP launched with the following First Mover signers of its Pledge:
- Chicago Transit Authority – Dorval R. Carter, Jr., President
- Denver International Airport – Phillip A. Washington, CEO
- Port of Long Beach – Mario Cordero, Executive Director
- Metropolitan Water District of Southern California – Adel H. Hagekhalil, General Manager
- Southeastern Pennsylvania Transportation Authority (SEPTA) – Leslie S. Richards, General Manager and CEO
The Pledge was finalized after the above five leaders gathered in Washington, D.C. in December 2021 alongside senior leaders from the public, private, and philanthropic sectors, including representatives from USDOT, the Environmental Protection Agency, HNTB, AECOM, The James Irvine Foundation, members of Congress and others to lay the groundwork for this initiative. While EIP is acting independently, this effort seeks to advance the spirit of President Biden’s Justice40 Initiative and his June 2021 executive order pledging to increase by 2026 the share of federal contracts that go to small and disadvantaged businesses, which new Small Business Administration (SBA) data shows is unacceptably low.
Starting from the baseline of their current actions and initiatives, by December 2025, Pledge signers will work to increase the number, size and percentage of HUBs growing to prime contractors, participating in joint ventures or as equity participants.
They will work toward this effort by:
- Increasing the number, size and proportion of contracting opportunities going to HUBs;
- Increasing the number, size and proportion of contracting opportunities going to HUBs as prime contractors;
- Streamlining the administration of contracting with HUBs to centralize certification, improve payment time, and standardize transparent data collection;
- Increasing the amount and type of appropriate financing available to HUBs aiming to meet infrastructure contracts by working with private and public partners; and
- Expanding the number of signatories to this Pledge.
Position Overview
The Executive/Program Assistant will be a dedicated member of EIP’s day-to-day operations. The first year will be focused on establishing the base structure of EIP’s operations and its Advisory Council, as well as supporting the growth of Pledge signers.
EIP is seeking a team member who works well independently and proactively seeks out opportunities to build up and build out EIP operationally, and is solutions oriented.
Position Reporting Relationship
The Executive/Program Assistant will report to the team director Rick Jacobs and program manager Rebekah Kim.
Position Responsibilities
The responsibilities of the Executive/Program Assistant are grounded in three core areas: administration, programming development and facilitation, and communications. Specific responsibilities include but are not limited to the following:
Administration (80%)
- Provide project management support for the growth and further development of EIP as a program and operations;
- Manage expense tracking, reporting, and budgets related to EIP’s fiscal sponsor;
- Manage the domain website/Workspace…including emails associated with EIP;
- Consistent daily check-in on the general information email inbox and the co-founders emails;
- Draft and manage co-founders emails – including sending, receiving, flagging and responding to on their behalf;
- Responsible for creating, sending and managing meetings related to EIP including: weekly staff check-in, weekly co-founders check-in meeting, monthly deputies meeting, monthly communications meeting, quarterly principals meeting, and bi-annual Advisory Council meetings;
- Responsible for drafting, getting approval and sending out agendas for all meetings;
- Responsible for taking notes/minutes for all meetings and sending them out to the appropriate audience
- Manage expense tracking, reporting, and budgets related to EIP’s fiscal sponsor;
- Manage and organize all EIP related items to be accessible to the team;
- Responsible for drafting related materials (informational, Powerpoint presentations, etc)
- Help ensure the EIP team and the project stay on track;
- Coordinate and collaborate with onboarding agencies committing to the Pledge, as well as with agencies and private sector companies joining the Advisory Council;
- Proactively coordinate follow-up items, such as opportunities for collaboration or capacity building.
Communications (20%)
- In partnership with the communications consultant, team director and program manager, coordinate updates on status, progress, and impact to external stakeholders/platforms;
- Support the sharing of emerging best practices, including through the development and execution of website updates, strategic communications, and written reports; and
- Support the development and ongoing tracking of the Pledge signers impact metrics and reporting.
Experience and Competencies
The ideal candidate will have the following qualifications, along with a strong commitment to EIP’s mission and vision, including its diversity, equality, and inclusion values.
Experience:
- This is an entry-level position but relevant experience of 1-3 years is preferred;
- Experience working in government, research or policy organizations/think tanks, advocacy, and/or other mission-driven nonprofits strongly preferred;
- Experience working with or in the public workforce system or improving job quality; and
- Demonstrated experience navigating ambiguity, and developing processes from the ground up as part of previous roles.
Competencies:
- Excellent organizational skills and attention to detail, with the ability to establish and implement processes to achieve goals;
- Capacity to manage and coordinate simultaneous projects and successfully prioritize among multiple tasks;
- Advanced skills in Google Suite, Excel, and Word;
- Strong Powerpoint skills, including the ability to produce audience-specific presentation materials with excellence and ease;
- Excellent written, verbal, and interpersonal skills;
- Flexibility and adaptability to shifting circumstances; and
- Willingness to pitch in and be entrepreneurial in developing and building out new projects.
Salary and Benefits
The salary band for this position is $45,000 - $60,000, depending on experience.
