GENERAL SUMMARY AND PURPOSE:
The Saint Alphonsus Health System seeks TWO Workforce Program Partners. The positions will provide a hybrid work environment with flexible scheduling.
Provides advanced expertise in analyzing workforce data and forecasts organizational recruitment needs. Works with internal stakeholders and external community partners to design workforce development programs. Develops workforce development strategies that create talent pools for the organization workforce needs. Collaborates with HR Business Partners and hiring managers for assigned divisions to address Talent Acquisition needs. Provides consultative services including workforce planning, establishing service level agreements, and regular reporting, while maintaining excellent relations with hiring managers and delivering top-notch programs through national and community partnerships. Ensures consistency of employer brand to attract and develop diverse top talent.
SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE:
Must possess a comprehensive knowledge of talent acquisition, human resources, employment laws and regulations as normally obtained through a Bachelor’s degree in Human Resource Management, Business Administration, or a related field with three (3) years of related workforce experience or an equivalent combination of education and experience.
Experience recruiting, interviewing and customer service.
Experience with project planning or developing strategic talent supply strategies.
Experience working in a metrics driven environment.
Experience with developing and launching workforce development programs.
Preferred experience working in an organization of comparable size and complexity, preferably in healthcare.
ESSENTIAL FUNCTIONS:
Knows, understands, incorporates, and demonstrates the Trinity Health Mission, Vision, and Values in behaviors, practices, and decisions.
Participates in planning, defining, and validating Trinity Health’s Talent Acquisition philosophy, strategy and approach, which includes encompassing programs, communication, vendor and technology usage. Recommends changes and enhancements to operational business processes and procedures.
Serves as a coach, mentor and resource for Talent Acquisition Partners. Provides advice and guidance as needed.
Works with the data analytics colleagues to measure and monitor ongoing talent acquisition programs and customer satisfaction, operational effectiveness, efficiency and return on investments by gathering actionable data and conducting qualitative and quantitative analysis.
Leads the identification, design, implementation, and evaluation of workforce development programs to align with business needs. Partners with TA Specialists, HR colleagues, hiring managers, and internal stakeholders in the creation of business strategies focused on building sustainable and scalable workforce solutions.
Creates opportunities for strategic alliances, collaborations, and partnerships with educational and training providers, workforce agencies, community organizations, and other employers.
Assists in the review of apprenticeship standards, service delivery contracts, and training agreements.
Represents Saint Alphonsus at local industry council, sector strategy, and community partner meetings.
Tracks metrics in workforce development programs and assists with multiple pipeline projects within Talent Acquisition.
Identifies opportunities for external and internal workforce development funding. Assists with preparation of grant applications, grant management, documentation and tracking.
Plays a key role in planning and ensuring the successful execution of large-scale recruitment and special events.
Researches, analyzes, and compiles data related to workforce needs. Communicates research to Director.
Identifies and describes workforce trends and communicates trends to talent supply partners to drive talent outcomes.
Actively partners with schools, external agencies and other parties to identify current and future organizational talent needs; contributes to the development of programs and processes to educate and equip potential talent for defined needs.
Leads assigned projects related to workforce development, pursuing creative responses to novel situations.
Works with Director to conduct competitive intelligence research by developing competitor opportunity lists, by building a knowledge base that evolves along with the organization, by identifying functional skills in competitor organizations, and by mapping competitor positions.
Assists with convening and attend all collaborative meetings specific to workforce development initiatives.
Coordinates with sourcing team strategies for career fairs, informational sessions or other similar events in order to communicate the employment value proposition, develop relationships and establish candidate pools.
Keeps apprised of and leverages leading talent acquisitions practices (e.g., use of social media). Develops and executes a proactive, innovative, cost-effective recruitment/sourcing strategy to target a diverse pool of qualified applicants for vacant positions.
May perform advanced sourcing including social media, internet and data base mining; develops relationships with professional organizations, colleges and schools, community agencies in order to identify and recruit a diverse slate of candidates for all positions.
Supports Merger, Divesture and Acquisitions (MD&A) including planning and integration of talent acquisition programs and technology during times of MD&A activity, including organization structure assessment and analysis, talent acquisition and internal colleague movement.
May support and participate in system wide sponsored special projects and initiatives, or portions of larger projects and deliverables.
Maintains knowledge of Trinity Health current system employee benefits, salary structures, etc. Provides candidate information related to culture and benefits, which promotes Trinity Health system as the employer of choice.
Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior.
Ability to continuously review talent acquisition and workforce programs and processes by utilizing quality and process design improvement tools and techniques to seek new, innovative ways to deliver higher value services more efficiently and effectively.
Ability to collaborate with senior level leadership as a credible, results-driven and valued business partner by engaging in proactive discussions and decision around mission attainment, business performance, financial operations and impacts, negotiations, strategy and development of key talent programs and processes to identify and address current and future business and people challenges.
Ability to serve as a steward of the culture by working to establish and maintain a caring, collaborative and high performance culture and displaying a commitment to diversity. Ability to understand organizational relationships and structures.

Proven customer-service orientation. Strong written and verbal communication skills in order to discuss detailed technical or sensitive information with internal and external customers. Detail-oriented with a high level of organizational skills and ability to manage and complete work in an efficient and thorough manner.
Strong interpersonal, consultative, relationship building and conflict management skills in order to source candidates, initiate, and develop productive working partnerships with management and staff. Ability to foster relationships built on sustainable trust in order to provide long-lasting, comprehensive advice and service on HR related issues. Ability to read the subtle nuances of situations and react/plan accordingly.
Flexibility in handling and prioritizing completion of multiple tasks/projects in a timely and organized manner.
