Job Description
Employees are responsible for managing the operations of a major social services program. Work includes developing and implementing operating policies and procedures within the framework of departmental/divisional goals and objectives. Employees are responsible for overseeing program implementation and for directing the resolution of service delivery problems. Employees plan, organize and manage the work of direct services programs and supervise Family Services Supervisors and other assigned staff. Employees identify issues and concerns and provide leadership in the development of strategies to enhance and improve the quality and array of agency programs and services.
Essential Job Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages and directs the activities and functions of a multifaceted social services program; Monitors service delivery and implements organizational changes necessary to achieve goals and objectives; Develops and/or revises operating plans and procedures in accordance with overall departmental/divisional goals and objectives; Oversees the implementation of same; Ensures policies and procedures provide for effective delivery of services; Plans, assigns, reviews and evaluates the work of supervisory staff responsible for effective delivery of services; Participates as a member of senior management staff in examining county and statewide needs and issues; Works closely with other managers in the development; Implementation and monitoring of new and/or revised service programs or delivery methods; and works with other state, community or private social service providers to ensure quality service.

Minimum Required Qualifications

Minimum Qualifications
Minimum of a Bachelor’s degree in a Human Services field or minimum of a Bachelor’s degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).
Work experience in developing/implementing/monitoring/managing case plans and overseeing caseload management. Experience managing and supervising professional involved in social services programs.

Knowledge
  • Considerable knowledge of: the principles and practices of social service administration; social work/case management theory and practices; managerial principles and practices; other county, state and community services and resources available; client population; as well as the knowledge required of Family Services Supervisors.


  • Skills
  • Skill in operating a personal computer and the associated software and the operation of a motor vehicle.


  • Abilities
  • Demonstrated ability to: solve problems, particularly in the area of social services delivery; manage a multifaceted social services program and ensure quality service delivery; and communicate effectively both orally and in writing; as well as the abilities required of Family Services Supervisors. Demonstrated ability to monitor program budgets, prepare and/or present reports, maintain related documentation. Demonstrated ability to develop, collaborate and maintain excellent working relationships with Community partners, law enforcement, school system, FAPT as well as internal departmental staff. Demonstrated ability to plan and manage work of subordinate to ensure compliance with local, state and federal regulations.

  • Preferred Qualifications
    Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
    Prefer previous experience working with social work principles and practices.
    Prefer experience with agency associated database programs and software such as OASIS, etc.
    Prefer completion of required Social Service training programs.
    Prefer considerable knowledge and experience in the areas of Child Protective Services, In-home services, Foster Care, Adoption, Adult Protective Services and Adult Services.
    Prior experience working in the field of Family Service programs in a VA Department of Social Services.
    Any combination of training and experience which provides the required knowledge, skills and abilities.

The investigation may include: fingerprint checks (State Police , FBI) local agency checks, employment verification and references, verification of education (relevant to employment) credit checks(relevant to employment) and other checks requested by the hiring authority. All offers of employment are contingent upon satisfactory results of the required checks and screenings. Must be willing to report for shelter duty during community disasters and/or emergencies. Driving record must meet agency standards. Valid Virginia Driver’s License as well as a driving record that reflects a sense of responsibility for safety.
