one of the DEQ Regional Offices :
Asheville, Fayetteville, Mooresville, Raleigh, Washington, Wilmington, or Winston-Salem.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


Description of Work:

This Field Representative position is responsible for the monitoring, enforcement, and management of DEQ conservation properties and associated administrative duties. In-state travel and arduous field work are essential to the duties associated with this position. Duties include landowner communications, contract management, easement compliance, property management, coordination with other interested parties, and other assigned duties supportive of the Stewardship Program mission.

Key Responsibilities:

  • Steward conservation properties and easements in accordance with Department procedures, recorded deed agreements, and site-specific management plans.
  • Perform quality assurance investigations of contractor-reported findings.
  • Refresh boundary marking for conservation easements and properties.
  • Interact with Supervisor, co-workers, and DEQ legal staff to determine course of action for resolving easement encroachments and violations.
  • Effectively communicate with landowners and interested parties regarding easement field inspections and post-inspection follow-up.
  • Maintain documentation and records for infrastructure, special management areas, encroachments, and other relevant geospatial information.
  • Maintain database systems and records for properties, landowner contact information, reports, management plans, and other relevant information.
Division of Financial Services (FSD):

The Financial Services Division is a centralized organization committed to provide a variety of accounting, financial, budget and purchasing activities for DEQ. Responsibilities include a broad range of departmental accounting functions in the following areas: accounts payable, accounts receivable, budgeting, purchasing, maintenance of the accounting systems, federal funds administration, contract management, and financial reporting. In addition, this division is responsible for stewardship of conservation easements, property management, and the agency’s safety program. Property management includes responsibility for major buildings at Green Square, Archdale, the Reedy Creek Road Complex, and dotted line responsibility for all Division of Marine Fisheries facilities; real property leases and sub-leases throughout the state, facility related contracts, DOTS tickets, office relocations, Motor Fleet and department owned vehicles, boats, motors, trailers, planes, drones, mobile devices, security, parking, and insurance.

Recruitment Range: $43,500 - $59,813

To qualify for this position, applicants must document on the application that they possess ALL of the following:


  • Demonstrated experience in natural resources management and/or forestry and/or field biology and/or land conservation.
  • Demonstrated experience conducting field investigations and/or compliance inspections.
  • Demonstrated experience in communicating information to landowners, municipal/local officials, engineering or environmental consultants, or the general public.

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of education and experience.
