Job Description Summary
This position provides leadership for the operations of the Center for Emergency Preparedness (CEP) including its non-credit training offerings. Responsible for ensuring that the operations of the CEP meet the requirements of the Ohio Department of Public Safety inclusive of working with CEP-based academic program personnel and program chairpersons. Assists in developing and recruiting for CEP-based programs and non-credit training opportunities, facilitating strong relationships with the area agencies and companies through outreach, advisory committees, and other activities to promote our offerings to first responders in the greater northwest Ohio area. Assists in coordinating area consortium meetings and events and helps to coordinate non-credit first responder training and the use/rental of the CEP. Monitors faculty credentials for all training in non-credit classes. Assists in the development and monitoring of CEP facility resources and budget. Oversees the schedule of activities at the CEP.

Knowledge
Working knowledge of the Ohio Revised Code and Ohio Administrative code as applicable to Fire and EMT training. General knowledge of ODPS operations and chain of command. Demonstrated experience in working in a collaborative environment. Knowledge of budgeting and effective resource management.

Skills
Proficient in MS Office with particular emphasis on Excel. Proficient in electronic reporting system utilized in ODPS. Good verbal and written communication with students, faculty, staff, administration, and external stakeholders. Strong organizational skills including understanding of budgeting. Ability to use Banner. Strong interpersonal, public relations, problem solving and decision-making skills.

The successful candidate will be a highly motivated entrepreneur who can provide leadership in public service arenas and ensure collaborative relations with academic areas. Ability to organize and maintain materials with an attention to detail. Ability to multitask and prioritize projects to conform to program, college, and accreditation deadlines. Ability to work with other public safety, federal and health agencies. Ability to problem solve and brainstorm.

Essential Function
OPERATIONAL RESPONSIBILITIES: 1. Develops relationships with area businesses and agencies that lead to revenue-generating opportunities for the CEP and first responder programs. 2. Works with marketing to develop and coordinate public safety and emergency preparedness marketing initiatives. 3. Coordinates and/or manages the scheduling of credit and non-credit first responder activities at the CEP. 4. Develops, monitors and administers CEP budget for non-credit activities. 5.Develops, monitors, and administers CEP budget for non-credit activities, all maintenance and replacement needs for the CEP, and non-credit training and facilities usage. 6. Serve as the authorizing official of a training institution. Which shall serve as a program director as needed by the state or other entity unless the authorizing official designates a program director and informs all related parties of the official nomination.

Essential Function
FIRE ADMINISTRATION AND MAINTENANCE 1. Complies with all rules and laws applicable to firefighter, fire safety inspector, and instructor courses under the Owens Community College Fire Charter. 2. Prepares and/or approves all required documents for chartering as defined in Chapter 4765-11 of the Ohio Administrative code and section 4765.55 of the Revised Code. 3. Maintains current documentation of compliance with NFPA 1403 on live fire training. 4. Assures the integrity and security of testing materials, procedures and requirements of the charter as required in Chapter 4765-11 of the Administrative Code. 5. Ensures each proctor receives directions in the state examination process and is familiar with all registration, security, and access procedures for testing.

Essential Function
ACCREDITATION 1. Completes all Ohio Department of Public Safety reports in a timely manner. 2. Provides information on the accreditation process and accreditation status to all relevant internal and external stakeholders. 3. Maintains all standards for program accreditation. 4. Stays current in state standards and licensing requirements for fire programs, specifically non-credit. 5. Ensures compliance with chapter and all rules and laws applicable to the administration of all firefighter, fire safety inspector, hazard recognition officer, and instructor courses. 6. Conduct written evaluations of each non-credit instructor/trainer’s performance for at least one course per charter cycle within each classification taught using the following guideline;
  • The program director may delegate instructor evaluations to a fire instructor trainer as long as the program director approves the evaluation.

Essential Function
COMMUNICATION AND COORDINATION: 1. Sits on the Owens Fire Consortium and facilitates effective two-way communication among area agencies and the College. 2. Coordinates activities with the Ohio Fire Academy for non-credit training. 3. Establishes a CEP advisory committee that shall meet at least one time each year based on the charter cycle, which includes local area public safety personal. 4. Keep accurate attendance records for all CEP events, including all TFRD and TPD contract needs/tracking.
