Position Purpose


The Relocation Specialist provides professional relocation services to property owners, businesses, non-profit organizations, and farm operations having had property acquired by the City. Works to minimize hardships and ensure fair compensation for eligible replacement housing, relocation, and moving expenses.

Public Works: Experience in a customer service or caseworker position requiring extensive direct interaction with the public to provide information on or assistance with community/municipal services. Effective oral/written communication skills, MS Word/Excel or similar software skills, and strong organizational skills are essential. Ability to research, interpret and apply local, state, and federal relocation and property acquisition policies required.

Essential Functions

1 Manages and assists in various relocation projects to provide financial assistance to individuals, families, farm operations, businesses, and other organizations displaced by governmental actions and acquisitions.
2 Prepares, compiles, and organizes relocation claim files; completes operational analysis and submits reports, audits, and other documentation to ensure files are complete and compliant with rules and regulations.
3 Interprets and applies federal, state, and city laws, ordinances, rules, and regulations for relocation processes to ensure all actions are in accordance with regulations.
4 Assists in training and evaluating new and existing relocation specialists on relocation policies, procedures, and regulations.
5 Maintains contact with the Dallas Housing Authority (DHA) and the U.S. Department of Housing and Urban Development (HUD), Texas Department of Transportation (TXDOT), and the Texas Regional Relocation division for any relocation information or updates.
6 Responsible for meeting and discussing the relocation process with impacted citizen or business; informs individuals of rights and advises appropriate agencies in legal matters to ensure complete understanding of the procedures and processes for all parties.
7 Administers the general relocation program to provide payments and assistance to all individuals, families, and organizations displaced by property acquisition or code enforcement activities; maintains strong communication and provides follow through for cases and disbursement of monies.
8 Assists in the development and gathering of information for the council’s agenda items to ensure funding information is accurate and complete; supports the City of Dallas Relocation Appeal Process for persons or businesses who disagree with the City’s determination concerning person or business qualifications for the amount or type of relocation assistance.
9 May be requested to appear in front of council to discuss relocation projects and expenditures.
10 Performs any and all other work as needed or assigned.

Minimum Qualifications

EDUCATION:


  • Bachelor's degree in business/public administration, or social science field.
EXPERIENCE
  • Two (2) years of experience in a relocation assistance, or social work program involving the accommodation of persons or businesses displaced by public agency acquisitions.
EQUIVALENCIES:
  • High school diploma or GED plus six (6) years of required experience will meet the education and experience requirements.
  • Associate degree in any field plus four (4) years of required experience will meet the education and experience requirements.
  • Bachelor’s degree (or higher) in a non-specified field plus four (4) years of required experience will meet the education and experience requirements.
  • Master’s degree (or higher) in a specified field experience will meet the education and experience requirements.
LICENSE :
  • Valid driver’s license and good driving record.

The salary listed on this job posting is the starting salary range: amount offered will depend on qualifications.

For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
