JOB SUMMARY AND PURPOSE
The Human Resources Service Operations Supervisor is tasked with streamlining HR functions, reporting on HR metrics, enhancing workforce retention, predicting staffing needs, managing termination processes, , HRIS Onboarding system implementation, other add-on HR systems, process improvement, special projects and ongoing employment leadership for policy, procedure, and handbook updates. The HR Service Operations Supervisor oversees the efforts of the HR Service Team through direct supervision of the HR Operations Coordinator who leads the day-to-day functions of the HR Service Team.
The Human Resources Operations Supervisor coordinates the efforts of the HR Associates and Assistants in the delivery of HR services to employees through day-to-day operational leadership. Ensures the team provides initial resource for employees as required and refers inquiries to HR Compliance, HR Employee Relations, Recruiting Team or HR Classification Compensation/Benefits that cannot be handled by HR Service Team. Coordinates with payroll to resolve payroll issues as it relates to termination paychecks. Supports Senior Director, Human Resources with special projects as needed.
Performs special projects focused on enhancing staff performance, planning strategic HR initiatives, streamlining orientation and onboarding processes, communicating role expectations, maintaining staff relations, working on confidential legal matters, and updating policies and practices. DUTIES AND RESPONSIBILITIES
- Supervise, coach and mentor the HR Service Team as the team provides service to the organization and VOALA current and new employees, partnering with recruitment team and transfer and reclassification team – as needed to provide full support such as onboarding, employee verification, call triage, and off boarding.
- Performs continuous improvement projects (through project management), to develop new and revised policies and practices, ongoing employee handbook updates, analysis and preparation of confidential legal matters, HRIS system implementations (onboarding, employment verification, HR record digitalization)
- Develops and maintains metrics for HR Service Team
- Performs special projects as assigned by Senior Director, Human Resources
- Ensures the resolution of employee inquiries handled by HR Service Team, ensuring the employee is transferred to the appropriate HR team member.
Qualifications
REQUIREMENTS:
- Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
EDUCATION:
- Bachelor’s degree or related work experience (4 years).
EXPERIENCE:
- Minimum of four years of general experience in Human Resources, including significant project management experience.
- Experience must include a minimum of two years of experience in a large (500+ employees) organization
- Minimum two years of leading, coaching and mentoring staff.
KNOWLEDGE:
- Demonstrated strong knowledge of California state and federal employment laws and regulations.
- Comprehensive knowledge of Human Resources Operations
TECHNOLOGY SKILLS:
- Proficient Computer skills and working knowledge of Microsoft Office Suite of applications, specifically Word, Excel, Outlook, and PowerPoint.
- Strong ability with Web-based applications and databases, specifically ATS and HRIS programs
SKILLS AND ABILITIES:
- Demonstrated strong oral and written communication skills
- Confident public speaker, able to present information to employees during orientation, training and open enrollment, clearly explaining rules, regulations policies and procedures
- Ability to supervise, coach and lead team.
- Ability to be flexible and able to adapt to changing priorities
- Demonstrated ability to manage multiple projects
- Ability to maintain balance and objectivity in stressful situations.
- Ability to perform under circumstances of possible emotional stress and conflict, including dealing with un-cooperative clients.
- Proven experience communicating change initiatives to highly-diverse employee populations; possesses continuous improvement skills
- Systematic and organized approach to projects and day-to-day responsibilities
- Ability and desire to work with people from various backgrounds and/or limited English capabilities at all levels within an organization – front line staff to senior leaders
- Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, with or without reasonable accommodation, including meeting qualitative and quantitative productivity standards.
- Ability to maintain regular, punctual attendance consistent with ADA, FMLA, and other federal, state, and local standards.

PREFERRED QUALIFICATIONS:
- BA/BS degree in Human Resources, Business Administration or equivalent discipline
- SHRM-CP and/or PHR
- One year of experience in an HR Management position in a mid-sized organization
- Professional level human resources experience in large complex organizations
- Detailed knowledge of federal, state and local statutes relating to equal employment, benefits, family leave, and immigration: (i.e., EEOC, FMLA, FLSA and immigration regulations and guidelines)
- Expert on ATS and HRIS
- Bilingual (Spanish)
